The Cheapest Legal Cannabis Prices as of December 2025: Oregon Leads, Followed Closely by Michigan and Massachusetts

With the year nearly over, retail marijuana prices continue to vary widely across the states that have legalized the industry.

Recreational marijuana is now legal in 24 states, and 23 of them have active marketplaces. Virginia remains the lone state with legalization on the books but no licensed sales.

Drawing from the most recent December figures reported by state regulators and cannabis commissions, supplemented by Headset data when needed, the list below shows where consumers are finding the lowest average price per gram of dried marijuana flower.
