Colorado Governor Jared Polis has granted pardons to 29 people, including several individuals with past marijuana convictions, as part of his latest round of clemency.

The pardons were announced Wednesday, August 26. According to the governor’s clemency records, the marijuana-related cases include convictions dating back more than two decades.

Among those receiving pardons was Derek Bilbrey, who pleaded guilty in 2000 to possessing between one and eight ounces of marijuana. Jonathan Carey was convicted in 2005 of possessing more than eight ounces, while Scott Dillon pleaded guilty in 1999 to attempted possession of eight ounces or more.

Ernest Flowers Jr. was pardoned for a 1997 conviction involving possession of more than eight ounces of marijuana or marijuana concentrate.

Sabrina Flanagan was also among those pardoned. In 2006, she pleaded guilty in Arapahoe County to possession of between one and eight ounces of marijuana as well as possession of one gram or less of a Schedule II controlled substance.

In his clemency letters, Polis emphasized the individuals’ efforts to rebuild their lives following their convictions, pointing to accomplishments including education, military service, careers and community work.

The latest pardons add to thousands of marijuana-related clemency actions Polis has taken since becoming governor in 2019. His office says he has granted 4,083 marijuana possession pardons, in addition to 165 individual pardons and 35 sentence commutations.

Polis previously issued broad pardons in 2020 and 2021 covering people convicted of possessing amounts of marijuana that are now legal under Colorado law. His 2021 order covered state convictions for possession of two ounces or less.

The governor’s office says Polis continues to review clemency applications submitted before the April 3, 2026 deadline for consideration during his remaining time in office.
