Massachusetts now ranks third nationwide for pre-roll revenue, trailing only California and Michigan, according to data from Headset.
Massachusetts prerolls sales reached $317 million in revenue from December 2023 to November 2024. This achievement is notable given Massachusetts’ modest population size, ranking 16th in the United States. Since the state launched its recreational marijuana market in 2018, pre-roll sales have exceeded $1.2 billion.
Over the past year, pre-roll sales in Massachusetts grew by 29%, with consumers purchasing more than 32 million units. Pre-rolls now account for 19.5% of total marijuana revenue in the state, making them the third-largest product category after flower and vapes. August 2024 marked a high point, with pre-roll sales reaching $29.9 million.
The market has also seen significant price shifts, with the average per-gram cost of pre-rolls falling 14% in the past year, making them more accessible. The most popular format remains the 1-gram pre-roll, representing nearly 80% of units sold, though multi-packs are gaining traction as consumer preferences evolve.
While the Hybrid – Single Strain segment leads in Massachusetts, infused pre-rolls have experienced remarkable growth, doubling revenue year-over-year. The infused segment brought in $6.1 million in November 2024, a substantial increase from the previous year.
As the pre-roll market matures, industry experts predict continued growth, driven by falling prices and increasing quality. The anticipated opening of consumption lounges in Massachusetts could further bolster sales, as pre-rolls offer a convenient option for on-site use.
With its thriving pre-roll market and innovations in product offerings, Massachusetts has solidified its position as a top contender in the cannabis industry. As infused pre-rolls gain popularity and new formats emerge, the state’s pre-roll segment is set for continued expansion in 2025 and beyond.
