Across the United States, prices for legal marijuana flower vary widely depending on factors like supply, taxes, and market maturity. In this article we break down the states with lowest average cost per gram.
Data from state regulatory agencies, cannabis commissions, and the research firm Headset reveal which states currently offer the lowest average prices for dried marijuana flower.
Oregon continues to lead the way with the cheapest marijuana flower, boasting an average price of $3.51 per gram as of the start of January, according to the Oregon Liquor and Cannabis Commission. This is a dramatic drop from the $10.50 per gram price seen when retail sales began in 2016.
Michigan follows with an average cost of $4 per gram, according to the Michigan Cannabis Regulatory Agency. Since legalization in 2018 and the opening of retail stores in 2019, Michigan’s market has expanded rapidly, driving prices down significantly over the past couple years.
Massachusetts ranks next, with prices averaging $4.44 per gram. The Massachusetts Cannabis Control Commission unsurprisingly attributes this affordability to growing competition and an increase in the number of retail outlets since legalization in 2016. As the market matures, Massachusetts has become one of the most affordable states for marijuana in the Northeast.
Missouri, the next state on the list, legalized marijuana in 2022, with stores opening the following year. According to Headset, the average cost per gram in the state is $5.50.
Colorado, one of the pioneers of legal marijuana, averages $6.29 per gram, according to Headset. Since voters approved legalization in 2012, retail stores have been operational since 2014, creating a competitive marketplace. While Colorado’s prices are slightly higher than those in Michigan or Massachusetts, the state remains one of the most affordable for marijuana consumers.
Ohio, which launched its recreational marijuana market in August 2024, has quickly become one of the more affordable markets, with an average price of $6.80 per gram. This is a notable decline from its initial price of $9.40 when sales first began, reflecting the rapid stabilization of the market as supply meets demand.
Washington, one of the original states to legalize marijuana, currently averages $7 per gram. Retail sales began in 2014 after the state legalized marijuana in 2012, and its well-established market remains competitive. Though prices have fluctuated slightly in recent months, Washington continues to offer affordable options for consumers.
Michigan and California rounds out this list, both with average prices of $8 per gram, according to Headset. Both states legalized marijuana in 2016, although California opened their first marijuana stores notably sooner.
