States With the Cheapest Legal Cannabis Prices as of February 2025

The average price of cannabis varies substantially across the over 20 states with operating recreational marijuana markets. Here, we look at the states with the lowest average costs.

Due to substantial variations in tax rates, regulations, etc., the cost of cannabis can be drastically different from one legal marijuana state to the next. Using data provided by state regulatory agencies (and when that isn’t available, data from the research firm Headset), below is a breakdown of the states with the lowest average prices for a gram of dried marijuana flower.

Oregon – $3.50 per gram

As of the end of January, according to the Oregon Liquor and Cannabis Commission, the average cost per gram was $3.50, a new all-time low and the lowest in the country. The current price represents a 66% drop from the $10.50 average in 2016.

Michigan – $4 per gram

Michigan continues to have some of the lowest marijuana prices in the country, averaging just $4 per gram. Michigan legalized marijuana in 2018, with the first licensed marijuana store opening in 2019.

Massachusetts – $4.43 per gram

In Massachusetts, according to data provided by the Cannabis Control Commission, prices also reached a new all-time low in January, averaging $4.43 per gram. This marks a 69% decrease from the $14.48 average in 2020.

Colorado – $4.71 per gram

Colorado, which tied Washington as the first state to legalize recreational marijuana in 2012, has an average cost per gram of $4.71 as of January, the first month in which prices dropped below $5, according to Headset.

Ohio – $6.74 per gram

When Ohio launches its recreational marijuana market in August 2024, the average cost per gram was $9.40. In the six month since, prices have dropped to $6.74 per gram, putting Ohio among the cheapest legal marijuana states in the US.

Maine – $7.07 per gram

Maine’s average cost per gram of dried marijuana flower has remained steady for months, currently averaging $7.07. The state’s legalization initiative passed in 2016, and the first retail stores opened in October 2020.

Washington – $7.18 per gram

Washington was the only state on this list where prices increased from December to January, albeit by a modest amount, according to Headset. The new cost of $7.18 per gram is a $0.09 increase from December’s average.
