Trulieve, Florida’s largest distributor of medical cannabis with over 160 licensed dispensaries, is once again backing a campaign to legalize recreational marijuana.
Trulieve contributed $19.6 million to the Smart & Safe Florida political committee during the first quarter of 2025, according to a new report filed with the state Division of Elections. The company also provided over $84,000 in in-kind contributions during the same period.
The committee is behind a renewed effort to place a marijuana legalization initiative on the 2026 ballot. In 2024, Smart & Safe Florida led the push for a similar measure that ultimately received 57% of the vote—just shy of the 60% required for passage given it was a constitutional amendment.
Trulieve was the top financial backer of that campaign as well, donating over $140 million to support Amendment 3, the 2024 proposal.
Between January 1 and March 31, 2025, Smart & Safe Florida reported spending $19.47 million, primarily on expenses related to gathering petition signatures. Other donations to the committee during that time totaled just $1,420.
As of April, the committee had submitted 150,804 valid signatures toward the 880,062 required to qualify for the ballot. Although the initiative has slightly altered language from the 2024 proposal, it largely takes the same approach in that it would establish cannabis possess as a constitutional right, while establishing a system of licensed marijuana businesses. Smart & Safe Florida continues to push for legalization via constitutional amendment, despite the 60% requirement, given it would be much harder for lawmakers to reverse.
