Massachusetts House Bill Would Expand Cannabis Delivery Access, Public Hearing Set for June 17

A bill in the Massachusetts House that would expand access to legal marijuana delivery is set for a public hearing on June 17.

Filed by Representative Mike Connolly along with Representatives Samantha Montaño and Manny Cruz, House Bill 145 is scheduled to be discussed by the Joint Committee on Cannabis Policy from 10:00 a.m. to 1:00 p.m. in Room B-1 of the Massachusetts State House.

If passed, the bill would amend Section 4 of Chapter 94G of the General Laws to prohibit the state’s Cannabis Control Commission from banning marijuana deliveries to any city or town in the commonwealth. It would also allow deliveries to establishments providing overnight lodging, such as hotels, motels, and resorts.

The legislation has been designated as an emergency law, which means it would take immediate effect upon passage. According to the bill text, the goal is to “immediately remove unnecessary burdens from vulnerable social equity businesses before the end of the license exclusivity period.”

The proposal comes as Massachusetts continues to fine-tune its cannabis regulations, particularly around delivery operations, which have been limited by local control and zoning restrictions.
