Massachusetts Cannabis Control Commission Outlines Vision for Marijuana Social Consumption Venues, Including Cafés and Tasting Rooms

Members of the Massachusetts Cannabis Control Commission (CCC) are exploring the possibility of allowing public marijuana consumption in designated settings, similar to alcohol consumption in bars.

The CCC has been collecting input from local governments and stakeholders on the idea of establishing cannabis cafes.

“This is exciting. This is a massive opportunity in a lot of areas,” said Commissioner Kimberly Roy during today’s meeting, which focused on proposed concepts for marijuana-friendly cafés , tasting rooms, and events.

At the meeting, commissioners shared insights gained from consulting with states like California and Colorado, where similar models are in place.

“We’re putting this out there because we want your feedback. We’re putting this out there to start a conversation,” said Acting Chair Bruce Stebbins.

The CCC has outlined three categories of licenses for social consumption:

  1. Supplemental Licenses: These would allow marijuana growers or retailers to open adjacent spaces where customers can consume products purchased on-site.
  2. Hospitality Venues: This category includes establishments like lounges, cafés, comedy clubs, yoga studios, or other creative spaces where cannabis use would be permitted. “We wanted to keep this open because we expect entrepreneurs to get really creative,” said Deputy General Counsel Mike Baker.
  3. Event Organizers: Licensed companies could apply for temporary licenses to sell and allow marijuana consumption at events such as fairs or concerts, with a limit of 24 events per year.

To ensure safety, the commission is drafting regulations that include ID checks, adequate ventilation, clear signage, and transportation plans for impaired individuals. Alcohol and tobacco consumption will not be permitted in these venues.

“We are placing a priority on ensuring public health and public safety as we move forward,” said Stebbins.

The CCC plans to meet again later this month to continue developing the framework for these licenses.
