Report: U.S. Cannabis Industry Projected to Employ Over 800,000 by 2029

Despite the cannabis job market experiencing a 3% and 8% drop in average salary in 2024, wages in the sector remain higher than those in many established industries, and the market is expected to grow substantially between now and 2029.

This is according to CannabizTeam’s 2025 Cannabis Industry Salary Guide, released today.

“People employed in the cannabis industry in 2024 faced significant challenges, such as layoffs and wage decreases, resulting in many employees leaving the industry,” said Liesl Bernard, CEO of CannabizTeam. She attributed these struggles to declining cannabis prices, market saturation and high regulatory costs.

Executive leadership roles saw some of the sharpest salary declines, particularly in cultivation, extraction, retail and manufacturing. However, industry analysts remain hopeful, pointing to potential federal rescheduling and legislative reforms as catalysts for renewed job growth.

“With federal rescheduling and reform efforts on the horizon, we anticipate a very quick return to increased salaries and significant job growth in the industry,” Bernard added.

The report projects that U.S. cannabis employment could approach 800,000 jobs by 2029, with new state markets contributing to hiring growth. Minnesota and Washington D.C. are expected to issue hundreds of new licenses in 2025, while Rhode Island expands retail operations. Nebraska is also preparing to launch its medical marijuana program, with licensing set to begin in late 2025.

Amid economic uncertainty, cannabis companies are adjusting hiring strategies, placing greater emphasis on leadership adaptability and culture fit. Many businesses are also enhancing benefits, including 401(k) pooled employer plans and consumption-friendly workplaces in select regions.
