Oregon House Passes Bill to Allow Marijuana Sales and Sampling at Events, Sending it to Governor

The Oregon House of Representatives voted 40 to 10 yesterday to pass a bill that would allow marijuana businesses to share and sell products at certain events, while expanding rules around employee access to samples.

The measure, Senate Bill 558, has already cleared the Senate and will soon be sent to Governor Tina Kotek.

The proposed law would authorize licensed marijuana producers, processors, wholesalers, and retailers to provide samples to other licensed businesses and permitted employees at trade shows and similar events registered with the Oregon Liquor and Cannabis Commission (OLCC). It would also allow wholesalers to sell products directly to retailers at these events.

The legislation further permits producers to offer employees samples of seeds and immature plants. Additionally, all licensees could provide small quantities of usable marijuana, concentrates, extracts, and packaged products to employees, provided all transfers comply with OLCC tracking requirements and current regulatory limits.

Under the bill, marijuana products could be transported to and displayed at events such as the Oregon State Fair, as long as they are properly tracked and returned to a licensed premises afterward. The OLCC would be tasked with adopting rules to oversee temporary event registration and enforce the new provisions.

If signed into law or allowed to take effect without a signature, the measure will be implemented on January 1, 2026.
