This list only includes the 24 adult-use states and is based on the maximum amount an adult 21+ can legally possess, using the higher home limit when a state separates public and residential possession.
Virginia
Virginia has the most permissive possession structure of any legal state, despite being the only one of the 24 to not allow licensed sales. Those 21 and older can possess up to one ounce in public, but state law does not set a specific cap for possession inside a private residence. With no defined statutory limit at home, adults face no clear maximum for personal-use storage.
Minnesota
Minnesota’s legalization law allows adults to carry up to 2 ounces in public while storing up to 2 pounds at home. The 2-pound residential limit is the largest explicit numeric possession allowance in the country.
Massachusetts
