In Massachusetts, legal marijuana sales climbed to around $1.8 billion in 2025, pushing the state’s combined adult-use and medical market to a new annual high and easily surpassing the roughly $1.65 billion recorded in 2024.
Adult-use sales accounted for the vast majority of that total, according to the Cannabis Control Commission, finishing the year at approximately $1.64 billion after a strong December close. Medical marijuana sales added an estimated $155 million, bringing total regulated sales for the year to just over $1.8 billion. The performance is notable given continued price compression across the market, with the average retail price per gram falling to about $4.01, down nearly 10% from $4.44 a year earlier.
Despite lower prices, demand remained steady throughout 2025. When combining both recreation and medical cannabis, monthly sales didn’t drop below $140 million at any point in 2025.
The latest figures also mark another major milestone for the state’s long-running legal market. All-time recreational marijuana sales now stand at approximately $8.80 billion, while cumulative medical marijuana sales have reached about $1.55 billion. Combined, the two programs have generated more than $10 billion in regulated marijuana sales since legalization.
Based on the state’s 17% cannabis excise tax (with medical cannabis remaining tax-free), the state generated around $280 million in cannabis tax revenue in 2025.
With prices remaining historically low and sales continuing to rise, 2025 further cemented the state’s position as one of the most mature and resilient marijuana markets in the country.
