Utah Medical Cannabis Sales Top $175 Million in 2025 as Patient Count Climbs to 107,890

Utah’s medical marijuana program closed out 2025 with another month of steady growth, with a new report showing nearly $16 million in sales in December and nearly 108,000 active patients.

According to the December report released by the Utah Department of Health and Human Services, the state ended the year with 107,890 active medical marijuana cardholders. That represents an increase of roughly 1,500 patients from November, when the program reported 106,422 active patients. Enrollment has continued to trend upward throughout the year, with adults between 31 and 50 making up nearly half of all cardholders, while patients over 65 account for just over 11%.

Pain remained by far the most common qualifying condition, with more than 93,000 patients listing persistent pain as their primary reason for participation. PTSD was the second most frequently cited condition, followed by nausea, multiple sclerosis and epilepsy.

Sales data for December show another strong month at Utah pharmacies. Total medical marijuana sales reached just under $16 million for the month, led once again by vape cartridges and pens, which generated about $7.7 million in revenue. Flower followed at roughly $5.2 million, while infused edibles accounted for about $2.9 million. Topical products and non-medicated accessories combined for just under $250,000 in additional sales.

With December’s figures added in, Utah’s medical marijuana market generated an estimated $175 million to $176 million in total sales for calendar year 2025, up significantly from year-end totals reported earlier in the program’s history.

Patient purchasing activity remained robust heading into the new year. More than 60,000 patients made at least one purchase in the last 30 days, while over 21,000 made three or more purchases during that same period. Nearly 83,000 patients recorded at least one transaction within the past 90 days, underscoring consistent engagement across the patient base.

The December report also highlights continued activity across cultivation, processing, delivery and pharmacy operations statewide, reflecting a mature medical marijuana system that continues to expand in both scale and participation.
