Patient participation and overall enrollment in Washington, D.C.’s medical marijuana program continued to climb in December, while sales rebounded from a slight dip the prior month, according to new data released by the Alcoholic Beverage and Cannabis Administration.
Licensed dispensaries reported $5.80 million in sales during December, up from $5.71 million in November and more than double the $2.79 million recorded in December 2024. When including cultivation centers and manufacturers, total cannabis-related sales for December 2025 reached just over $9 million. Delivery sales totaled $246,669, rising from $229,479 in November and marking the highest delivery total of the final quarter. The average transaction increased again to $65, up from $64 in November and $63 in October, pointing to continued growth in per-sale spending.
The strong December performance capped off a record-setting year for the District’s medical marijuana program. In total, cannabis-related sales across dispensaries, cultivation centers, and manufacturers reached approximately $100.9 million in 2025, based on monthly figures reported throughout the year.
Among D.C. residents, the number of unique medical marijuana patients rose for a third straight month, reaching 20,795 in December. Total unique sales climbed to 55,198, reversing November’s decline, while delivery transactions increased to 1,792. In-store purchases averaged $62 per sale, while delivery orders averaged $138, continuing to significantly outpace in-store transactions despite a modest month-over-month decline.
Out-of-state participation through reciprocity programs remained strong. Total sales from non-D.C. residents increased to $472,175 in December, up from $464,895 in November. Maryland and Virginia again accounted for the largest share of visiting patients, followed by Florida and Pennsylvania. Delivery sales among reciprocity patients edged higher, and average purchase amounts rebounded to $115.
Temporary self-certified registrations also rose in December, with nearly 9,900 new registrations during the month. While total sales from these patients dipped slightly to $1.75 million, average transaction sizes climbed to $103, the highest of the quarter, indicating fewer but larger purchases.
Across the broader supply chain, total cannabis-related sales reached $9.09 million in December, up from $8.47 million in November and more than double the $4.08 million reported in December 2024. Flower remained the dominant product category, generating just over $3.05 million in sales, while vape cartridges exceeded $1.07 million and infused edibles climbed to more than $727,000.
Overall program participation continued its upward trajectory, with total registered patients rising to 94,067 by the end of December, up from about 90,800 in November, reinforcing steady growth in Washington, D.C.’s medical marijuana system as 2025 came to a close.
