Minnesota Senate Passes Commerce Omnibus Bill With Multiple Cannabis Reforms Included

The Minnesota Senate has passed Senate File 2216 in a  122 to 10 vote, advancing a wide-ranging commerce policy and spending package that includes updates to the state’s cannabis program.

Among its many provisions, the bill allocates $15 million annually for Cannabis Industry Community Renewal Grants, starting in fiscal year 2026, along with $1 million per year for the CanGrow revolving loan fund. Both programs fall under the Office of Cannabis Management and are aimed at supporting small businesses and equity applicants entering the marijuana industry.

The bill also provides $690,000 per year for product testing, $696,000 for operating a state reference lab, and over $2.9 million annually for scale and packaging inspections.

In addition to funding, SF2216 allows temporary licensure for cannabis testing facilities while they await accreditation and sets eligibility criteria for social equity status. To qualify, at least 65% of a business’s ownership must fall under defined categories, including residents from disproportionately impacted areas and military veterans.

A companion measure, House File 2443, was recently approved by the House Commerce Finance and Policy Committee and awaits further action in the House.
