Texas Senate Committee Unanimously Approves Bill to Ban All Hemp Compounds Other than CBD and CBG

The Texas Senate State Affairs Committee has unanimously approved Senate Bill 6 the same day it was introduced, advancing the measure to the full Senate for consideration.

The legislation would prohibit all hemp-derived compounds other than CBD and CBG, including all forms of THC and others like CBN.

Senate Bill 6 is identical to Senate Bill 5, which passed the Senate on August 1. The bill was halted in the House when dozens of Democrats left the state over redistricting. They didn’t return until the special session concluded, with the governor immediately calling a new session which began today.

If enacted, the bill would outlaw the manufacture, sale, and possession of consumable hemp products containing any cannabinoid other than CBD or CBG, with those two compounds being heavily regulated. It would also establish strict licensing and registration requirements, impose significant fees on businesses, mandate detailed packaging and labeling rules, and create criminal penalties ranging from misdemeanors to third-degree felonies.

The proposal would require retailers to register each sales location for $20,000 annually and manufacturers to pay $10,000 per licensed facility. It also bans packaging deemed appealing to minors, sales to those under 21, and hemp products intended for smoking.

The full Senate is expected to take up the measure soon.
