Connecticut legalized marijuana in 2021, with sales beginning in January 2023. Adults aged 21 and older can legally possess up to 1.5 ounces of marijuana in public and up to 5 ounces stored in a secured container. Personal cultivation is allowed, with a limit of six plants per household, including up to three mature plants. Licensed retail outlets and dispensaries provide access to marijuana and related products.

Recreational marijuana sales in the state are taxed at a rate of 6.35% for state sales tax, with an additional excise tax determined by THC content. The excise tax rates are set at $0.00625 per milligram of THC for cannabis flower or plant material, $0.0275 per milligram for edible products, and $0.009 per milligram for other cannabis products.

Revenue from marijuana taxes is allocated to three primary areas. The Social Equity and Innovation Fund receives 60% of excise tax revenue to support communities disproportionately affected by the war on drugs and to promote social equity within the cannabis industry. Another 25% is dedicated to substance abuse treatment and prevention programs to address public health impacts. The remaining 15% is directed to the state’s General Fund to support a variety of state operations and services.
