States With the Cheapest Legal Marijuana Prices to Start 2025: Oregon, Michigan and Massachusetts Top the List

21 states currently have licensed recreational marijuana stores open for business, with Delaware and Minnesota joining the list later this year. In this article, we breakdown which of these states have the cheapest average prices.

Among the states with legal marijuana sales, prices can vary widely, shaped by factors such as tax rates, supply, and local market conditions. Below is a closer look at the states offering the lowest prices for a gram of dried marijuana flower, based on data from state regulatory agencies and market analysts at the research firm Headset.

Oregon – $3.57 per gram

Oregon remains unmatched in affordability, with the average price per gram hitting a record low of $3.51 in December, according to the state’s Liquor and Cannabis Commission. An ounce costs approximately $80. This marks a sharp decline from the $10.50 average price when retail sales began in 2016.

Michigan – $4 per gram

Michigan boasts some of the lowest prices in the Midwest, with a gram averaging $4 as of November. The state’s Cannabis Regulatory Agency reports the price of an ounce at $91. Michigan voters approved legalization in 2018, and the market has seen significant price drops since retail stores opened.

Massachusetts – $4.58 per gram

In Massachusetts, consumers are paying an average of $4.58 per gram, with prices consistently trending downward. The Cannabis Control Commission attributes this to increased competition since the state legalized marijuana in 2016 and retail outlets began operating in 2018.

Colorado – $5 per gram

Colorado, one of the pioneers of legal marijuana, has seen prices stabilize at $5 per gram. Retail sales started in 2014 after the state legalized marijuana in 2012, creating a competitive marketplace that continues to drive affordability.

Maine – $5.53 per gram

Maine’s marijuana market reached an all-time low of $5.53 per gram in November. The state’s legalization initiative passed in 2016, and the first retail stores opened in October 2020, gradually bringing prices down as the market expanded.

Ohio – $7.01 per gram

Ohio, which launched its recreational market in August 2024, saw prices fall to $7.01 as of the end of December. This is a substantial drop from the $9.40 average in August.

Washington – $7.09 per gram

Washington’s market remains steady, with the average price increasing slightly from November to December, but not by much; $7 to $7.09. Legalized alongside Colorado in 2012, Washington opened its first retail stores in 2014.
