Maine’s cannabis industry generated $246.4 million in sales in 2025, according to data released today by the Office of Cannabis Policy. The total marks a modest increase over the $243.9 million sold in 2024 and is well above 2023’s $216 million.
December capped the year with $20,049,847 in marijuana sales, spread across 388,831 individual transactions. The average price per gram of usable marijuana flower during the month came in at $6.30, below the full-year average of $6.62, reflecting continued price stability in the state’s mature market.
Usable cannabis accounted for the largest share of December sales at roughly $10.7 million. Concentrates followed with about $6.25 million in sales, while infused products, such as edibles and beverages, generated approximately $3.1 million. The breakdown highlights how flower continues to anchor Maine’s market, even as demand for higher-potency and processed products remains strong.
For the full year, Maine recorded 4,835,678 retail transactions, underscoring consistent consumer participation throughout 2025. While the year did not produce dramatic month-to-month swings, overall sales edged past 2024 levels, keeping the state on a slow but steady growth trajectory.
The longer-term trend shows how far the market has come since legalization. Annual sales totaled just $4.3 million in 2020, the partial year retail stores opened. Sales climbed to $82.0 million in 2021, $158.9 million in 2022, $216.9 million in 2023, and $243.9 million in 2024 before reaching $246.4 million in 2025.
Maine voters approved adult-use marijuana in 2016, with the first legal retail stores opening in October 2020. State law allows adults 21 and older to possess up to 2.5 ounces of marijuana and to grow a limited number of plants at home, contributing to one of the more established and stable marijuana markets in the Northeast.
