As the 2025–2026 congressional session continues, lawmakers have now filed 22 cannabis-related bills and resolutions, not counting cannabis amendments to broader legislation. The proposals range from marijuana banking access, federal descheduling and veterans protections to hemp regulation, housing policy, university research and marijuana-focused agricultural education.
Marijuana Opportunity Reinvestment and Expungement (MORE) Act (H.R. 5068)
The MORE Act would remove marijuana from the federal Controlled Substances Act, expunge certain marijuana convictions and establish reinvestment programs for communities impacted by the drug war. Filed in the House on August 29, 2025, it has 74 total sponsors, the most of any cannabis-related bill filed so far in 2025-2026.
Hemp Planting Predictability Act and Related Hemp Delay Bill (H.R. 7010 / H.R. 7024 / S. 3686)
These measures would delay implementation of a federal law restricting hemp products, giving Congress more time to address hemp regulation before the new rules take effect. H.R. 7010 was filed on January 12, 2026, H.R. 7024 was filed on January 13, 2026, and S. 3686 was filed on January 15, 2026. The House measures have 42 total sponsors, while the Senate version has three.
No Deductions for Marijuana Businesses Act (H.R. 1447 / S. 471)
This legislation would prevent marijuana businesses from claiming federal tax deductions, even if marijuana is rescheduled under federal law. The Senate version was filed on February 6, 2025, and has three sponsors, while the House version was filed on February 21, 2025, and has 12 sponsors.
SAFE Banking Act of 2026 (H.R. 9471 / S. 4942)
The SAFE Banking Act would protect banks, credit unions and other financial institutions from federal penalties for serving state-legal marijuana businesses and related service providers. The Senate version was filed on June 24, 2026, and has four sponsors, while the House version was filed right after, and has eight sponsors.
RESPECT Resolution (H. Res. 926)
The RESPECT Resolution encourages state and local governments to advance equitable marijuana policies, including expungement, reinvestment and support for communities disproportionately impacted by prohibition. Filed in the House on December 4, 2025, it has 11 total sponsors in the House.
STATES 2.0 Act (H.R. 2934)
The STATES 2.0 Act would amend federal law to allow states to legalize and regulate marijuana without federal interference, while also establishing a federal excise tax and certain public health and safety standards. Filed in the House on April 17, 2025, it has eight total sponsors in the House.
Hemp Enforcement Modernization and Protection Act (H.R. 7212)
This bill would delay certain federal hemp restrictions and create a regulatory framework for hemp-derived products, including age limits, testing, labeling and packaging requirements. Filed in the House on January 22, 2026, it has eight total sponsors in the House.
Capital Lending and Investment for Marijuana Businesses Act (H.R. 7987)
Known as the CLIMB Act, this bill would allow state-legal marijuana businesses to access national securities exchanges and other financial services without being blocked because of federal marijuana prohibition. Filed in the House on March 18, 2026, it has six total sponsors in the House.
Marijuana in Federally Assisted Housing Parity Act (H.R. 6807 / S. 3537)
This legislation would prevent people from being denied federally assisted housing solely because they use marijuana in compliance with state law. The House and Senate versions were both filed on December 17, 2025, with two sponsors in the House and two in the Senate.
Marijuana 1-to-3 Act (H.R. 4963)
The Marijuana 1-to-3 Act would move marijuana from Schedule I to Schedule III of the Controlled Substances Act. Filed in the House on August 12, 2025, it has four total sponsors in the House.
American Hemp Protection Act (H.R. 6209)
This bill would repeal a federal provision that restricts hemp products based on total THC content and synthetic cannabinoid language. Filed in the House on November 20, 2025, it has four total sponsors in the House.
Veterans Equal Access Act (H.R. 1384)
The Veterans Equal Access Act would allow Department of Veterans Affairs physicians to recommend medical marijuana to veterans in states where it is legal. Filed in the House on February 14, 2025, it has four total sponsors in the House.
Preparing Regulators Effectively for a Post-Prohibition Adult-Use Regulated Environment Act (H.R. 2935 / S. 3576)
Known as the PREPARE Act, this bill would create a federal commission to study and make recommendations on how to regulate marijuana if federal prohibition ends. The House version was filed on April 17, 2025, and has three sponsors, while the Senate version was filed on December 18, 2025, and has one sponsor.
Cannabinoid Safety and Regulation Act (S. 3474)
This bill would establish a federal regulatory framework for cannabinoid products, including product standards, labeling, testing, age restrictions, grants and impaired-driving prevention efforts. Filed in the Senate on December 15, 2025, it has three total sponsors in the Senate.
Hemp Safety Enforcement Act (S. 4315)
The Hemp Safety Enforcement Act would allow the Food and Drug Administration to regulate hemp-derived cannabinoid products as dietary supplements, food and beverages, while setting rules for safety, labeling and age restrictions. Filed in the Senate on April 16, 2026, it has three total sponsors in the Senate.
Evidence-Based Drug Policy Act (H.R. 3082)
This bill would require the Government Accountability Office to study marijuana’s continued federal classification and evaluate whether its scheduling aligns with current scientific evidence. Filed in the House on April 29, 2025, it has two total sponsors in the House.
Small and Homestead Independent Producers Act (H.R. 4595)
This bill would create federal protections and programs for small, independent and homestead marijuana producers in states where marijuana is legal. Filed in the House on July 22, 2025, it has two total sponsors in the House.
Marijuana Impact on Medicaid Act (S. 4345)
This bill would require a federal study on how marijuana laws affect Medicaid, including potential impacts on prescription drug use, health outcomes and program spending. Filed in the Senate on April 20, 2026, it has two total sponsors in the Senate.
Higher Education Marijuana Research Act (H.R. 8394)
This bill would expand marijuana research at institutions of higher education, protect students and researchers involved in marijuana-related studies and create federal grant programs for medical and agricultural marijuana research. Establishing and Developing University Cannabis Agriculture Techniques and Excellence (EDUCATE) Act of 2026 (H.R. 9344)
Known as the EDUCATE Act of 2026, this bill would create federal grants for marijuana agriculture research and education at certain colleges and universities, with a focus on institutions serving Black, Hispanic and other underrepresented students. It would also create a scholarship program for students pursuing careers in marijuana or hemp agriculture. Filed in the House on June 18, 2026, it has two total sponsors in the House.
Veterans Cannabis Use for Safe Healing Act (H.R. 966)
This bill would prevent the Department of Veterans Affairs from denying benefits to veterans solely because they participate in a state-approved medical marijuana program. It would also allow VA providers to discuss marijuana use and make recommendations in legal states. Filed in the House on February 4, 2025, it has two total sponsors in the House.
Hemp Economic Mobilization Plan Act (S. 2112)
Known as the HEMP Act, this bill would raise the federal THC limit for hemp and hemp-derived products, while making other changes intended to support farmers and hemp businesses. Filed in the Senate on June 18, 2025, it has one sponsor in the Senate.
