Fisher Clinical Services Seeks DEA Approval to Import Marijuana, THC and Psychedelics for Clinical Trials

Fisher Clinical Services has applied for federal authorization to import marijuana, THC and several psychedelic substances for use exclusively in clinical trials, according to a new Drug Enforcement Administration (DEA) notice.

The application, filed by the company’s Allentown, Pennsylvania, facility, seeks DEA registration to import marijuana extract, marijuana and tetrahydrocannabinols (THC), all of which remain classified as Schedule I controlled substances under federal law.

The application also covers several psychedelics and other Schedule I substances, including MDMA, 5-MeO-DMT, DMT and psilocybin. Fisher is additionally seeking authorization to import the Schedule II substances methylphenidate, levorphanol, noroxymorphone and tapentadol.

“The company plans to import the listed controlled substances for clinical trials only,” DEA states in the notice. No other activities involving the listed drug codes would be authorized under the registration.

Fisher submitted the application on August 13. DEA is publishing the notice as part of the federal registration process for companies seeking to import controlled substances. Registered bulk manufacturers of the affected substances and other applicants will have 30 days following publication to submit comments or objections or request a hearing.

The agency also notes that any eventual authorization would be limited by federal controlled-substance import laws and would not extend to the importation of Food and Drug Administration-approved or non-approved finished dosage forms for commercial sale.

The notice was filed September 23 and is scheduled for publication in the Federal Register on September 24.
