Vermont Lieutenant Governor Faces $5,000 Fine Over Alleged Unauthorized Marijuana Grow Site

Vermont Lieutenant Governor John Rodgers is facing a $5,000 fine after state marijuana regulators alleged that he cultivated hundreds of plants at a location that had not been authorized under his state license.

The Vermont Cannabis Control Board issued Rodgers a formal notice of violation on August 13 after an inspector reported finding approximately 200 marijuana seedlings inside a greenhouse on Daniels Pond Road in Glover, according to records obtained by VTDigger.

Rodgers holds a state cultivation license for a separate property on Rodgers Road, about a mile away.

According to the notice, an inspector visited the licensed operation in October 2025, when Rodgers told the inspector he planned to use the Daniels Pond Road greenhouse for marijuana cultivation in 2026.

During another inspection in June, the inspector asked to visit the second property and reported finding an unlocked greenhouse containing vegetable starts and approximately 200 marijuana seedlings.

Regulators said the Daniels Pond Road property “has never been authorized as a site of cultivation activities” because Rodgers had not submitted the required information to add the location to his licensed operation.

Vermont’s Cannabis Control Board oversees licensing and enforcement for the state’s adult-use marijuana industry. State rules allow cultivation businesses to operate under specific location requirements and require approved cultivation activity to remain within the locations covered by a license.

Rodgers has disputed the enforcement action and indicated that he plans to formally contest it. In a response submitted to regulators, Rodgers said the plants have since been moved to the property where he is authorized to cultivate marijuana.

He described the dispute in a statement Tuesday as “a routine and common administrative matter.”

“I’m working through the normal process with the CCB to get it resolved,” Rodgers said.

Rodgers, Vermont’s 84th lieutenant governor, is also a longtime farmer and former state legislator. His [official biography](https://ltgov.vermont.gov/about/john-rodgers) says he continues to farm on his family’s property in Glover.

The Cannabis Control Board and Rodgers are scheduled to meet Wednesday morning to discuss potential resolutions to the case. According to VTDigger, the meeting will be closed to the public.

Rodgers is currently seeking reelection and will face Democrat Molly Gray in the November general election.
