Ohio’s officials have approved numerous provisional licenses for current medical marijuana operators to transition to dual-use licenses, moving the state closer to launching its recreational cannabis market.
The Division of Cannabis Control (DCC) has granted 62 provisional dual licenses for dispensaries, cultivators, processors, and testing labs as of Friday, just two weeks after the application process began. Prior to the application opening, the department released guidelines to help potential applicants understand the regulatory requirements for obtaining a hybrid license.
Those granted provisional licenses cannot begin selling to adult consumers immediately. They must first meet several criteria, such as upgrading point-of-sale systems to differentiate between medical and recreational sales, bolstering security, and confirming they can maintain sufficient supply for medical patients. Upon meeting these conditions and passing inspections, they will be awarded a certificate of operation to start dual sales.
The rapid issuance of provisional licenses suggests that compliant dispensaries might commence operations within days or weeks, although the state law deadline for issuing licenses is September 7.
