Hawaii House Bill 1246 has advanced through two key House committees, marking a significant step toward potential marijuana legalization in the state.
The bill was approved by the House Committee on Judiciary with a 6 to 4 vote and unanimously passed by the House Committee on Agriculture and Food Systems with a 5 to 0 vote.
The proposed bill would establish a comprehensive regulatory framework, allowing those 21 and older to possess up to an ounce of marijuana and five grams of concentrates, while also allowing them to cultivate marijuana for personal use. The bill would consolidate oversight of marijuana and hemp under a newly created Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs.
Supporters argue the bill would create a well-regulated marketplace while generating tax revenue and reducing the burden on law enforcement.
Last year, a similar measure was approved by the Senate and three House committees, but stalled in the House Finance Committee do to opposition from the committee’s chair.
