Florida: Republican Lawmaker Files House Bill to Significantly Expand Medical Marijuana Law

Florida State Representative Alex Andrade (R) has introduced House Bill 555, a measure aimed at broadening the state’s medical marijuana program and easing access for patients and caregivers.

Filed today, the bill mirrors several provisions in Senate Bill 552, introduced last week by State Senator Joe Gruters (R), signaling a bicameral effort to modernize Florida’s medical marijuana laws.

House Bill 555 proposes expanding the list of qualifying conditions for medical marijuana to include patients prescribed opioids classified as Schedule II controlled substances. It also allows for the use of telehealth for both initial and renewal medical marijuana evaluations, a shift from the current requirement of an in-person examination for first-time patients. If enacted, the bill would enable physicians to certify a greater supply of medical marijuana per prescription and extend the renewal period for patient and caregiver identification cards from one year to two years.

Similar to Senate Bill 552, the House version directs the Florida Department of Health to establish procedures allowing nonresidents enrolled in out-of-state medical marijuana programs to obtain registry identification cards within one business day. Additionally, the measure includes a provision permitting certain individuals to home cultivate up to two cannabis plants for personal use under specific regulations.

House Bill 555 also introduces broader licensing changes, authorizing medical marijuana treatment centers to operate as cultivators, processors, distributors, or retailers. The Department of Health would be responsible for overseeing licensing procedures and ensuring compliance with operational standards.

The proposal marks another attempt by state lawmakers to adjust Florida’s medical marijuana framework, reducing administrative burdens while enhancing patient access. With both House and Senate versions now on the table, the legislation’s progress will be closely watched in the coming weeks.
