Among the nearly two dozen states that allow licensed recreational cannabis sales, the range in price is drastic.
24 states have legalized recreational cannabis, with 22 having markets that are currently operating. Virginia remains the only legal cannabis states to not allow licensed sales, and Minnesota’s market has yet to launch.
With that said, using data provided by state regulatory agencies and cannabis commissions, and when needed data from the research firm Headset, below are the states with the cheapest average cost per gram of dried cannabis flower, as of mid-October 2025.
