The U.S. legal marijuana market continues to accelerate, reaching $20 billion in sales so far in 2025. Per capita data shows Michigan in the lead, while smaller markets such as Montana and New Mexico are outpacing larger states in consumer spending.
Using September’s state sales figures and the most recent U.S. Census data, Michigan leads the nation in per capita spending, followed by Montana, New Mexico, Massachusetts and Missouri. Oregon, Maine, Vermont, Maryland, and Colorado round out the top 10.

The data underscores how smaller states with active adult-use markets often see much higher sales intensity per resident than larger states. Sales data was compiled by state regulatory agencies and cannabis commissions, and when needed, the research firm Headset. State populations were determined using 2020 Census data.
