The Missouri Department of Health and Senior Services has unveiled draft revisions that would authorize curbside pickup at licensed marijuana dispensaries, a move intended to expand access.
The proposed amendment to state rule 19 CSR 100-1.180, published by the Division of Cannabis Regulation, would allow dispensaries to serve customers outside the facility in a secure, controlled manner. Officials say the change is designed to make purchasing more accessible for medical patients, primary caregivers, and recreational consumers, particularly those with physical limitations.
Missouri voters approved recreational marijuana in November 2022 through Amendment 3, with sales launching in February 2023. Since then, the state’s legal marijuana industry has grown rapidly, generating hundreds of millions in monthly sales and ranking among the country’s fastest-expanding markets. Supporters of the proposed change argue that curbside service could help dispensaries manage high demand while improving consumer convenience.
The draft rule is not yet part of a formal rulemaking process. Health officials are seeking public input until October 28, after which they will consider formally filing the proposal. If adopted, the measure would permanently establish curbside service as an option for Missouri dispensaries.
